True Bipartisan Leader

Bill Kuisle is the true bipartisan leader. He has worked across the aisle under many situations to get the job done. He was one of the most used legislators at the end of the legislative sessions, serving on many bi-partisan conference committees (finance committees that work out differences between the House and Senate) because he could bring people together. He was even chosen as a freshman and a minority member to serve on the Transportation Conference Committee in 1998 by then Speaker of the House (DFL) Phil Caruthers. He continued to be appointed and served on multiple conference committees such as Taxes, Transportation, major budget bills, agriculture bills and others, during future legislative sessions. Kuisle is the “True” Bipartisan Leader for our area.

Representation Alice Hausmann, a St. Paul DFLer’ had this to say about Bill Kuisle’s leadership as Transportation Chair in 2004:

Illegal Immigration

Bill wants to curb ILLEGAL immigration and DOES NOT SUPPORT providing reduced college tuition for ILLEGAL immigrants. Andy Welti supports giving instate tuition to illegal immigrants.

Bill also helped pass legislation that removed illegal immigrants from the welfare rolls. Andy Welti has criticized Bill for removing 38,000 from those eligible to receive health care benefits. Illegal Immigrants were the largest group removed, the rest were recipients that were no longer eligible for these benefits because their income exceeded the income guidelines.

Transportation

As Chair of the House Transportation Finance Committee, Bill Kuisle carried the largest transportation bill ever. This bill provided $800 million in needed funds to improve Highways 52, 14, 63, and 42. Under Bill’s leadership, many projects have received funding, have been completed and continue to be upgraded.

$240 Million for Highway 52 upgrade through Rochester

This was the first Design and Build project. This project was completed ahead of schedule and won awards and recognition for its success. The success of Hwy 52 and the Design and Build model is being considered for many other transportation projects.

Upgrades and Overpasses at Douglas Corner (75th Ave and Hwy 52) and Oronoco

Again Bill responded by helping to secure funding to correct two deadly intersections that desperately needed attention. They are being built today from funds Bill secured while he was in office.


Upgrade of Highway 42 to a 10-ton road from Plainview to Kellogg

Many farmers and agribusinesses shared their concerns about Hwy 42 and the need to upgrade it to a 10 ton road. Bill listened to their concerns and successfully accomplished this upgrade in 2004.

Another example of listening and responding to the needs of our area.

Highway 14 Upgrade

Supported the Hwy 14 upgrade from Janesville to Waseca to a four-lane highway

Agriculture

Bill’s Comments:

“Twenty-seven years of running the family farm gives me a great perspective when it comes to agriculture. The importance of ethanol, biodiesel, and animal agriculture is huge. I’ve done manure and nitrogen fertilizer research on my farm in cooperation with the University of Minnesota – with our goal to prevent nitrogen losses and protect our water supplies. The research being done by my wife Lisa and others in the University of Minnesota Extension Service continues in SE Minnesota and I put these results into practice on my farm. I have always supported agriculture and will continue to work to keep it strong as a vital economic driver in SE Minnesota.”

Feedlot Legislation

Bill Kuisle was the author of major feedlot legislation that protected small- and medium-sized family farm operations.

Bill has been a dairy and crop farmer all of his life. He knows firsthand about the rules and regulations placed on our farmers today. His experience and knowledge played a crucial role in protecting Minnesota’s livestock farm businesses by providing guidance and leadership on feedlot rules and regulations. Bill’s experience helped guard farmers rights while implementing practices to protect our environment.

Funding for the Use of Biofuels

He supported ethanol and biodiesel legislation that promotes clean air and expands local markets for farm commodities.

Bill worked with Rep. Greg Davids in to pass legislation that supported the development and use of ethanol and other biofuels in Minnesota. This legislation was the first in the nation to really put biofuels in the forefront as an alternative fuel source for our country.

Bill’s Comments:

“I believe in Fiscal Responsibility. Minnesota was facing a $4.5 Billion deficit in 2004. When facing such a crisis, you have few options. It was my job to ensure that your tax dollars were spent wisely and responsibly, with positive results. I recognized that by keeping taxes lower, our economy would quickly regain its footing. Our plan worked and it led to the current $1 Billion state surplus.”

I believe in accountability – these are your tax dollars that you have entrusted in us to spend wisely. We should be thoughtful on how they are spent, set priorities, and see a return on our investments – accountability.”

Funding for Genomics

Co-Authored legislation in 2003 to provide $20 Million for the Genomics partnership between Mayo Clinic and the University of Minnesota

Legislation to Hold the line on Taxes and Protect Small Businesses:

Bill served on multiple Tax conference committees that reformed property taxes on main street businesses and lowered their tax burden, under the Jesse Ventura Administration.

Bill’s Comments:

“We are truly blessed to have great health care from Mayo Clinic and Olmsted Medical Center, right in our backyard. I realize that I may not be alive today if it wasn’t for these great medical institutions. Over the last 3 years, there’s been a lot of talk about Genomics research, the partnership between the Mayo Clinic and the U of MN, and what this will mean to this area regarding economic growth. What I see are the possible cures for things like cancer, heart disease, and other diseases."

"While sitting next to children who are going through chemotherapy you learn just how important finding a cure is. It became very clear that the possibilities of this partnership are endless. We cannot let this opportunity pass us by. Too much is at stake!”

Genomics Funding

Bill co-Authored legislation in 2003 to provide $20 Million for the Genomics partnership between Mayo Clinic and the University of Minnesota. The goal of this partnership is to find cures for diseases and reduce our medical costs.

Education

Bill’s Comments:

“We started the process in the House of Representatives in 2004 - trying to close the disparities in funding between metro school districts and Greater Minnesota schools. Kids in Plainview-Elgin-Millville, Dover-Eyota, Chatfield, Stewartville and Rochester deserve to have funding that is closer to that of Metro schools.”

Responsibility and Results Oriented

Spend our tax dollars wisely, look for way to save money or realign dollars so they are spent where needed. Throwing more money at a problem is NOT always the answer and many times doesn’t solve the problem. We need to be accountable and reward results. Invest in what is working and trim that which is not.

Fair Funding 

Bill supported legislation that would have changed education funding and provided more money for our local schools, thus ending a system that gave an unfair funding advantage to schools in the Twin Cities.

Repealed Profiles of Learning in 2003

Bill supported legislation that repealed the Profiles of Learning and replaced with more easily understood standards for our children

University of Minnesota - Rochester

Bill’s Comments:

When it comes to the four year university plan for Rochester, let me very clear ….. it is not “Foo-foo dust that you throw in the air, let settle, and then sweep it up and throw it away” as one area DFLer stated. I will stand side by side with Governor Pawlenty on this goal - It is long over due and the time to do it is NOW!”

Pension Plans

Bill’s Comments:

“As I have visited with people in the district, they have told me about another issue that is looming in our midst. The issue is pension financial soundness. The fear that pension plans are not or will not be financially secure in the future is an issue that will break the bank if we do not address it soon. I do not think taxpayers should have to bail out big companies that have not properly funded their pensions. I will push to have a bi-partisan group look at both public and private pension plans and report back to the legislature on what needs to be done. Workers deserve to have their pensions fully funded and in place when they retire. Taxpayers deserve to know they are not paying for the bail out of bad business practices.”
